ST. CLOUD, Fla. — The City of St. Cloud is rolling out a more efficient and convenient way for residents to dispose of large household items, with a new scheduled bulk pickup system set to begin May 1.

Under the current system, bulk pickups are tied to designated zone days, which can result in delays and added inefficiencies for both residents and collection crews. City officials say trucks often spend extra time driving through neighborhoods searching for bulk piles, leading to increased fuel use and occasional missed or unintended pickups.

Beginning May 1, the city will eliminate zone-based special bulk pickup routes and instead allow residents to schedule their own pickup date—typically within two business days—through an online request form. Residents will also be able to describe items and upload photos, helping crews better plan routes, send the right equipment, and handle larger pickups earlier in the day before trucks reach capacity.

“This allows us to be more efficient and lets residents get rid of bulk items more quickly,” said Deputy Public Works Director Jaime Morales. “With the new system, residents can schedule a pickup that works better for their needs.”

Fees for the service remain unchanged at $24 for up to two cubic yards, with an additional $12 per cubic yard beyond that.

The new system officially begins Friday, May 1, with the special pickup request form expected to be available on the city’s website the week of April 27. Residents with questions can contact Public Works at 407-957-7289.

While the scenes may have appeared intense, officials emphasized and communicated to the community that the activity was only a training exercise and not a real emergency.

Additional agencies, including Osceola County Fire Rescue, KUA, and other regional partners, also participated across Central Florida as part of the broader Operation Skyfall exercise.

ST. CLOUD, Fla. — The City of St. Cloud City Council addressed a wide range of community-focused initiatives during its Thursday meeting, including summer camp accessibility, new grant funding opportunities, annexations, and cost-saving measures for city employees.

Hopkins Park Summer Camp Impact & Future Plans

A major point of discussion centered on the temporary closure of the Hopkins Park Summer Camp due to a planned $10 million park redevelopment project. Improvements will include a new recreation center, upgraded sports facilities, a community garden, and expanded parking.

“With construction underway, we are putting the gem of all facilities in Hopkins Park,” said Ken Gilbert.

Because of the construction, the free summer camp traditionally offered at Hopkins Park will not take place this year, leaving the city’s Civic Center camp as the only option.

Council members agreed to waive registration fees and provide transportation for four qualifying students who previously attended the Hopkins Park camp and live nearby. However, broader assistance for additional families was not approved at this time.

City leaders emphasized the need for long-term solutions, including potential scholarships, partnerships, and expanded grant opportunities. Mayor Chris Robertson confirmed the topic will return for further discussion at an upcoming workshop.

New Community Empowerment Grant Program Approved

Council members approved a new Community Empowerment Grant initiative, allocating up to $75,000 annually. The program allows each council member discretion to fund community events and sponsorships within set limits.

The move follows recent changes to the city’s previous grant structure, which had shifted toward nonprofit training and reduced direct funding. The new program restores more flexible funding aimed at supporting local events and organizations.

Annexations, Development & Ordinances

The council approved several land-use actions, including:

A conditional use permit for Graceful Christian Academy near U.S. 192

Annexation of the 44-acre Chisholm Estates community, bringing new residents into city limits

Voluntary annexation of a 5-acre parcel on Hickory Tree Road

A proposed annexation for a commercial property near Narcoossee Road was postponed to allow further discussion on limiting certain types of development.

Council also approved updates to the city’s burn ban ordinance, adding a definition for “dangerous environmental conditions,” and expanded the downtown Entertainment District to allow alcohol consumption seven days a week from 11 a.m. to midnight.

Cost Savings & Employee Recognition

In an effort to address rising healthcare costs, the city approved a new employee health insurance plan expected to reduce expenses by shifting to a claims-based model tied to Medicare rates. The city also voted to terminate its agreement with Cigna effective September 30.

Additionally, Nicholas Schoettle, a senior network engineer in the city’s IT department, was recognized as Employee of the Month after going above and beyond to return lost cash to a resident.

Additional Actions & Community Notes

Council also:

Set election dates for August 18 (if needed) and November 3

Issued proclamations recognizing National Day of Prayer and Fair Housing Month

Advanced an ordinance related to animals for nonprofit youth and special needs organizations

Discussed park maintenance as part of county-to-city transfers under the Joint Planning Agreement

During council roundtable discussions, members raised concerns about solid waste bin damage, explored new grant opportunities, and discussed strategies to encourage higher-quality development in the city.

Acciones Adicionales y Notas Comunitarias

ST. CLOUD, Fla. — The City of St. Cloud is rapidly emerging as the fastest-growing incorporated city in Osceola County, a transformation highlighted in recent reporting by the Orlando Business Journal, which underscores the city’s accelerating residential and commercial development.

According to the publication, St. Cloud’s population increased by 19.49% between 2020 and 2024, outpacing the City of Kissimmee’s reported 7% growth during the same period. The growth, alongside new residential developments, expanding retail areas, and mixed-use projects, reflects ongoing changes in the “Friendly Soldier City” as it continues to evolve within the Central Florida region.

The growth is also being influenced by broader regional initiatives, including continued development at NeoCity and plans for the NeoCity South expansion. These efforts are hoping to further support Osceola County’s role in advancing technology, innovation, and high-wage employment opportunities.

That rapid growth is being matched by a continued commitment to public safety—one that is earning national recognition.

In an analysis of property crime data from the Federal Bureau of Investigation, St. Cloud was recognized as Florida’s safest small city. The designation reinforces the city’s reputation as a secure and welcoming community, even as its population continues to expand at a rapid pace. City leaders attribute that success to the strong partnership between residents and the St. Cloud Police Department.

“Our priority has always been to grow with our community, not behind it,” said Douglas Goerke, Chief of Police. “As St. Cloud continues to expand, we remain committed to proactive policing, strong community relationships, and leveraging new technologies—like our First Responder Drone Program—to enhance response times and keep our residents safe.”

That commitment to safety extends beyond law enforcement. St. Cloud Fire Rescue & EMS is also expanding to meet the needs of a rapidly growing population under the leadership of longtime resident and Fire Chief Jason Miller. The department continues to enhance its capabilities with the addition of multiple state-of-the-art fire stations designed to meet increasing demand and strengthen emergency response across the community.

Under the leadership of City Manager Veronica Miller, along with Deputy City Manager Scott Davidoff and Assistant City Manager Jabari Walker, and with policy direction from Mayor Chris Robertson, Deputy Mayor Ken Gilbert, and City Council members Jennifer Paul, Kolby Urban, and Shawn Fletcher, St. Cloud continues to focus on managing growth, advancing infrastructure planning, and supporting community-centered development. City officials say these coordinated efforts are aimed at meeting increasing demand while maintaining the character that has long defined the community.

At the forefront is Orlando Health St. Cloud Hospital, which recently completed a $32 million expansion that added critical cardiac and intensive care capacity. The hospital continues to elevate care through advanced services, including 3D mammography and a new state-of-the-art cardiac catheterization lab—ensuring residents have access to high-quality healthcare close to home.

The St. Cloud Chamber of Commerce, led by President and CEO Dirk Webb, continues to support local businesses while attracting new investment to the area. Through regional collaboration and a focus on economic development, the Chamber is helping position St. Cloud as a competitive destination within the greater Orlando market.

St. Cloud’s growth is also being reflected in regional and statewide recognition.

St. Cloud Mayor Chris Robertson was recently elected second vice president of the Tri-County League of Cities, a role that places him in line to serve as president in two years. The appointment is expected to strengthen the city’s representation in regional discussions involving local governments across Central Florida.

“I am honored to have been elected to this role, and to ultimately serve as president two years from now,” Robertson said. “I’m excited to bring the Soldier City’s voice to the table and to help keep St. Cloud moving forward. Every chance we get to share what’s working here and to build relationships to bring back ideas from other cities will benefit the entire city.”

Additionally, City Council Member Jennifer Paul has been named to Onyx Magazine’s 2026 Women on the Move, a recognition honoring women whose leadership and achievements are shaping industries and strengthening communities. She and fellow honorees will be recognized at a luncheon on April 24.

According to the Orlando Business Journal, one of the most significant developments contributing to St. Cloud’s continued growth is the Heritage project, part of the master-planned Cross Prairie community.

The Orlando Business Journal reports that the large-scale development is expected to include up to 1,200 residential units, 600 hotel rooms, approximately 200,000 square feet of medical and institutional space, and roughly 2.7 million square feet of commercial and office development—further expanding the city’s economic and residential footprint.

The publication also notes that the project’s first phase will feature a grocery-anchored retail plaza, big-box stores, restaurants, medical offices, two hotels, and two apartment complexes totaling approximately 600 units. Construction on the Heritage project is anticipated to begin in late 2026.

Led by Help Now of Osceola Executive Director Tammy Douglass, the event challenged participants—primarily men—to walk a mile in women’s high-heeled shoes, offering a visible and impactful reminder of the struggles many survivors of domestic abuse face every day.

Among those taking part were St. Cloud Police Chief Douglas Goerke, Deputy Chief Jacob Ruis, and Deputy Chief Denise Roberts, whose participation underscored the importance of law enforcement’s role in addressing and preventing domestic violence within the community. Positively Osceola would like to thank St. Cloud Police for participating in the 8th Annual Walk a Mile in her Shoes event!

The walk began near St. Cloud City Hall and moved down New York Avenue, where the Monthly Market was in full swing. Surrounded by local vendors, families, and visitors, participants turned heads and sparked meaningful conversations about a serious issue that continues to impact individuals and families across Osceola County.

Prior to the walk, Douglass and community leaders shared remarks emphasizing the importance of awareness, education, and collective action in combating domestic violence. Their message was clear: ending abuse requires a community-wide commitment.

Help Now of Osceola continues to serve as a critical resource in that effort, providing a safe shelter for survivors, a 24-hour crisis hotline, and comprehensive support services for individuals and families in need.

“Help Now is committed to supporting individuals as they establish violence-free living,” Douglass shared. “Our advocacy team is here to help survivors find safety, support, and a path forward.”

Organizers say events like Walk a Mile in Her Shoes not only raise awareness, but also help break the silence surrounding domestic violence—encouraging those affected to seek help and reminding the community that support is always available.

Anyone experiencing domestic abuse, or who knows someone in need, is encouraged to contact Help Now of Osceola’s 24/7 confidential hotline at 407-847-8562 for assistance.
