OSCEOLA COUNTY, Fla. — Osceola County is moving forward with the next phase of NeoCity’s evolution after the Osceola County Board of County Commissioners approved a development agreement with SM NeoCity Developer, LLC, a joint venture between Sciame Construction, LLC, and Edward J. Minskoff Equities, Inc.
The agreement paves the way for the long-anticipated NeoCity City Center, a multi-phase mixed-use development envisioned as the heart of NeoCity and a new destination for residents, employees, and visitors. Plans call for a blend of retail, dining, entertainment, office, and residential spaces totaling more than 1.5 million square feet across 13 acres adjacent to the Lake Toho Water Restoration Pond.
County leaders say the project represents a significant step in expanding NeoCity beyond its existing role as a hub for advanced manufacturing and semiconductor innovation.
“The vision of NeoCity has always been about creating opportunities for jobs, innovation, and a thriving culture,” said Osceola County Commission Chairman Brandon Arrington. “This next step transforms NeoCity not only into a center for advanced technology, but also into a destination for business, entertainment, and urban living in the heart of Osceola County.”
Under the agreement, SM NeoCity will lead development of a walkable urban core intended to foster connectivity, activity, and long-term economic growth. The development will coexist with a planned signature Performing Arts Center and an Urban Walkway designed to link key amenities and create a prominent public gathering space within the district.
Project phases may be developed simultaneously or independently, providing flexibility to respond to market demand and economic conditions as the City Center takes shape.

Edward J. Minskoff, Chairman and CEO of Edward J. Minskoff Equities, said the partnership reflects a shared commitment to thoughtful, high-quality development.

Plans for the City Center also include an upscale hotel to support on-site activities and events at nearby Osceola Heritage Park. In addition, the county has reserved 45 acres within NeoCity for future high-tech job creation, building on the success of the Center for Neovation.
That expansion includes a new 30,000-square-foot multi-purpose laboratory facility, which is expected to break ground in early 2026.
County officials view the City Center as a critical next chapter in NeoCity’s development, positioning Osceola County for continued economic growth while creating a vibrant, mixed-use environment designed to serve the community for decades to come.
