Detectives with the St. Cloud Police Department (SCPD) have arrested Theresa Sysol, 41, of St. Cloud, on felony charges alleging she accessed the city’s FUSUS real-time camera platform after her employment with the City ended, according to an SCPD news release.
SCPD said Sysol, a former firefighter/paramedic with St. Cloud Fire Rescue, had been trained and authorized to use FUSUS strictly for official duties and only through city-issued devices. She retired in March 2024 after more than a decade with the department.
During a routine audit of FUSUS users, detectives said they found multiple instances where Sysol’s account credentials were used to view live camera feeds between April 2024 and June 2025—all after her retirement. Investigators determined the system was accessed from her home using personal computers and cell phones, SCPD said.
FUSUS is a law-enforcement technology platform that integrates live video and other intelligence from public and private sources to give first responders real-time situational awareness and help improve response times.
Charges and custody status
Based on the investigation, SCPD said Sysol faces the following charges under Florida law:

Accessing a Computer or Electronic Device Without Authorization (F.S. 815.06(2)(a)) — seven counts

Unlawful Use of a Two-Way Communication Device (F.S. 934.215) — one count
Sysol was taken into custody on Thursday, Sept. 11, and transported to the Osceola County Jail, where she was held on a $20,000 bond, according to SCPD.
Department response
“Unauthorized access to secure systems will be thoroughly investigated, and those responsible will be held accountable,” said St. Cloud Chief of Police Douglas Goerke in a statement. “We are working to ensure points of access to these systems are more stringently controlled, and that incidents like this do not happen in the future.”
SCPD noted the case remains an active investigation.
