On February 13, Clara Helen Thomas turned 100 years young, and this week, Osceola County made sure the milestone did not go unnoticed.

During a heartfelt presentation inside the Osceola County Board of County Commissioners Chambers, District 4 Commissioner Cheryl Grieb led a special recognition ceremony honoring Clara’s extraordinary century of life — a life deeply woven into the history of Kissimmee and Osceola County.

“On behalf of the Osceola County Board of County Commissioners, it is my pleasure and my honor to recognize your extraordinary legacy on the occasion of your 100th birthday,” Commissioner Grieb said during the presentation, as Clara was surrounded by family, flowers, and generations of love.

A Life Rooted in Strength and Service

Born February 13, 1926, in Lake Wales, Florida, Clara was the tenth of eleven children born to John and Isabel Adkins. In 1947, at just 21 years old, she moved to Kissimmee with her husband, Roy Lee Thomas — a man who would later become the city’s first Black licensed building contractor.

Living through segregation, Clara met every barrier with quiet strength.

Together, Clara and Roy purchased land and built homes to provide housing for African American families at a time when options were scarce. They converted their first home into a rooming house, which Clara lovingly managed for more than 30 years. It became a place of stability, dignity, and opportunity for generations of tenants.

Her impact extended far beyond housing.

Clara was among the first African American parents in Kissimmee to send her daughter to an all-white school when integration began — a courageous step that helped pave the way for future generations.

Professionally, she worked first as a domestic worker before becoming a licensed cosmetologist — the third African American hairstylist in Kissimmee — operating a home salon for 15 years.

During Monday’s Osceola County Board of County Commissioners meeting, District 3 Commissioner Brandon Arrington was elected by his fellow commissioners to serve as the board’s next Chairman. District 4 Commissioner Cheryl Grieb was selected to serve as Vice Chairwoman for the upcoming year.

Arrington assumes the role from District 2 Commissioner Viviana Janer, who served as Chairwoman over the past year.

“I just wanted to express to the entire Board how very honored I have been to represent you in this community as your Chair for 2025,” said Commissioner Viviana Janer. “I hope that I have lived up to your expectations, thank you very much once again for the honor of being elected Chair.”

Arrington, who was first elected in 2008, has a long history of leadership on the board — previously serving as Chairman in 2011, 2015, 2017, 2021, 2022, and 2026. A Kissimmee native and Osceola High School graduate, Arrington also represents the county regionally through roles on the Orlando Economic Partnership Board, MetroPlan Orlando, and the Central Florida Expressway Authority (CFX).

He has also chaired several major regional organizations, including SunRail, Lynx, Workforce Central Florida, and the Central Florida Commission on Homelessness. Outside of county government, Arrington serves as Executive Director of Osceola Arts, championing community access to the arts. He is a graduate of Auburn University and an avid outdoorsman and animal lover.

Following the vote, Arrington shared his gratitude and vision for the year ahead:

“Today, I am humbled and honored to be elected Chairman of the Osceola County Board of County Commissioners. This role is not just a title—it is a responsibility to serve every family, every neighborhood, and every resident with fairness, dedication, and vision. I am also proud to congratulate Commissioner Cheryl Grieb, who will serve as Vice Chairwoman. Together, we will continue working to make Osceola County a place where every resident can thrive.”

Commissioner Cheryl Grieb, chosen as Vice Chairwoman, was elected to the Osceola County Commission in 2014 and represents District 4, which includes parts of Kissimmee and St. Cloud. “I am honored by the Board’s trust in naming me Vice Chair,” said Commissioner Cheryl Grieb. “I look forward to serving alongside Chairman Arrington and the rest of our Board and continuing the fantastic work the County undertakes every day on behalf of those who have entrusted us as their public servants.”

A longtime Kissimmee resident, Grieb has served the community for decades — including co-founding Habitat for Humanity of Osceola County and spending nine years on the county’s Parks and Recreation Committee.

Grieb purchased her family’s real estate firm, Pioneer Realty, at age 24 and later opened Olde Kissimmee Realty, specializing in historic properties. Her professional experience and commitment to smart, sustainable growth have made her a key representative on regional boards such as MetroPlan Orlando, Toho Water Authority, and the Osceola Chamber. She previously served as Chairwoman of the Osceola County Commission in 2019.

Both Arrington and Grieb begin their new leadership roles immediately as Osceola County continues navigating rapid growth, economic development, infrastructure demands, and the needs of a diverse and expanding community.

This program is about more than designing a bike rack. It’s about giving students the opportunity to solve problems creatively; it’s about connecting education with workforce and technical skills … It’s about strengthening the partnerships that make our county prosper.”

The Boys & Girls Clubs of Central Florida Tupperware Brands Branch, which serves hundreds of students aged 6 to 18 year-round, now benefits from the bike rack as both a practical and symbolic fixture at its facility.

Anna Dieuveuil, Senior Service Director of the Tupperware Brands Branch, shared her appreciation for the installation. “Our kids come from a lot of different backgrounds, so when this bike rack came to our location and I saw the diversity in it, I saw that it perfectly represents our kids and our village who make sure our kids have a safe place to go after school.”

The 2024 Bike Rack Competition once again demonstrated how collaboration between education, industry, and government can create lasting and meaningful contributions to the community.

Osceola C0unty Commissioner Cheryl Grieb will keep her name on the dias for another four years after fighting off challengers Jackie Espinoza and Carlos L. Irizarry in Tuesday’s primary. In Kissimmee, former Kissimmee Commissioner Angela Eady was elected to Seat 2 over incumbent Felix Ortiz, while Janette Martinez unseated Jim Fisher in Kissimmee’s Seat number 4 race.

Only minutes after the polls closed on Tuesday it looked like it might be a tough night for Jackie Espinoza and and Carlos Irizarry as early results showed Cheryl Grieb had performed well in early voting. After 100% of the precincts had reported, it was clear Grieb had held onto her seat with 3,628 votes (48.38%), while Espinoza had grabbed 2,919 votes (39%) and Carlos L. Irizarry pulled in 952 votes (12.7%).

“I am excited to serve the citizens of Osceola County for another 4 years! So grateful for all the support I received,” Grieb said after winning the open primary on Tuesday night.

Janette Martinez, who garnered 3,298 votes (55.19%) over Jim Fisher, who had 2,678 votes (44.81%), is a paralegal for a criminal defense attorney and is a member of the Florida Bar Paralegal Association. In 2016, Martinez completed the Kissimmee School of Government to further her understanding of local government functions.

Osceola County Commissioner Cheryl Grieb reaffirmed her commitment to “attainable” and affordable homes for low-income residents, by pledging$500,000 of her federal targeted recovery effort dollars to help Hope Partnership convert a local, existing hotel into affordable apartment units, part of the County’s planned use of American Rescue Plan funds.

“This Board is laser-focused on affordable housing,” Grieb said. “Since 2016, we have built or approved more than 1,000 affordable units across the county, funded at more than $41 million. We know the need is great, but we continue to make huge strides.”

When the County received American Rescue Plan dollars, the commission laid out a plan to address the needs of residents in a variety of ways, including education and training, infrastructure, transportation, assistance for veterans, and dollars designated for Targeted Recovery Efforts. This allows commissioners the flexibility to respond to needs in their respective districts and help improve the quality of life for those who call Osceola home.

“I believe in what Hope Partnership does. I believe in collaboration,” Grieb added. “This conversion will help provide our residents with affordable, safe, decent and attainable places to live.”

Hope Partnership will use the funds to purchase and convert a hotel with the goal of providing at least 30-units for very low, low and moderate income Osceola County residents. All units will be designated for families at or below 60% of the Area Median Income (AMI).

“Hope Partnership works with those in our community who are experiencing poverty and homelessness. We work to empower our neighbors, strengthen our community and build hope. We never want to do that alone,” said Rev. Mary Lee Downey, CEO of the Community Hope Center.

Grieb’s pledge of funds will be added to the $500,000 of State and Federal funds already invested in the project. In June, Representative Kristen Arrington, Florida Senator Victor Torres and U.S. Congressman Darren Soto presented Hope Partnership with those dollars.

Hope Partnership has not announced where the development will go up, but has said it will be centrally located on U.S. 192 and have easy access to nearby medical facilities and a grocery store. Case managers will also be available on site for future residents and those seeking support, as well as shower facilities for those experiencing homelessness.

Osceola County Commissioner Cheryl Grieb presented $150,000 to the Osceola YMCA Learning Center on Tuesday to assist in the restoration of one of the its most popular offerings… its swimming pool!

“This pool is an important resource for our community and I’m happy that we are able to support this project,” said Grieb. “For a long, long time the YMCA has been this community’s go-to resource for swim lessons. There’s good reason why many consider the “Y” to be America’s swim instructor. I can’t wait for the pool to re-open later this summer.

Thousands of members of the community have learned to swim at the YMCA’s pool, which has also served as a site for local schools’ swim competitions. The outdoor, heated pool has six 25-yard lanes, a recreational area, and will feature new lighting upon completion of the renovation.

The restoration of the YMCA’s pooling will certainly be a great recreational center for the community, but it will also provide a critical role in public safety. According to national statistics, drowning is the second-leading cause of unintentional injury-related death for kids ages 1 to 14, claiming two to three young lives every day.

Team Kareem Memorial Foundation founder Arkeisha Reese, lost her 5-year-old son to a drowning incident many years ago, and attended Tuesday’s event where she spoke on the importance of swim lessons and education about how to protect children from drowning.

Also in attendance at Tuesday’s event were Osceola County Commissioner Viviana Janer for District 2 and Kevin Bolding President and CEO of the YMCA.

Tuesday’s presentation can be viewed here: https://www.facebook.com/PositivelyOsceola/videos/334043082203726
