Thacker Avenue</strong>, marking another significant step in the department’s ongoing fight against drug-related crimes.</p>
<p data-start="600" data-end="904">During the operation, officers seized <strong data-start="638" data-end="676">cocaine, MDMA, oxycodone, cannabis</strong>, and a <strong data-start="684" data-end="695">firearm</strong>. Most troubling, according to police, is that <strong data-start="742" data-end="841">two of the individuals arrested were charged with selling cocaine within 1,000 feet of a school</strong>, an offense that carries enhanced penalties under Florida law.</p>
<p data-start="906" data-end="1141">“This operation reflects our department’s <strong data-start="948" data-end="1017">continued commitment to aggressively tackling drug-related crimes</strong> and protecting our community—especially areas near our schools,” said the department in a statement shared on social media.</p>
<p data-start="1143" data-end="1285">The names of the suspects and further details about the investigation have not yet been released. The case remains under active investigation.</p>

<p>In a press conference held at the Kissimmee Police Department at 1 pm on Thursday, City Manager Mike Steigerwald addressed findings from a grand jury investigation revealing a “culture of cover-up” within the Kissimmee Police Department (KPD). Alongside Steigerwald, newly appointed Interim Police Chief Robert Anzueto—a veteran with 30 years of law enforcement experience with the Orlando Police Department and Orange County Sheriff’s Office—pledged to restore transparency and accountability within the department. Anzueto’s appointment follows the recent resignation of former Chief Betty Holland, who has been accused of obstructing a criminal investigation into alleged excessive force by Officer Andrew Baseggio.</p>
<p><strong>&#8220;I&#8217;m fully committed to moving forward with purpose and dedication. I want to begin by saying I have the utmost respect for the dedicated men and women who serve our community with steadfast commitment every day. They are the backbone of this department working tirelessly to keep our community safe,&#8221; Interim Police Chief Robert Anzueto shared during the news conference. </strong></p>
<p>The findings, detailed in a 34-page report released Thursday by the Orange-Osceola State Attorney’s Office, accuse Chief Holland and other KPD leaders of attempting to shield Baseggio after he reportedly kneed a suspect in the face and used a Taser on him multiple times during an April 2023 incident. Baseggio received only an eight-hour suspension despite body cam evidence showing no visible resistance from the suspect. Several officers, including Darrius Benjamin, who later resigned after a separate excessive force incident, reportedly failed to intervene or report the incident, later admitting they believed the force used was excessive.</p>
<p>Grand jurors criticized KPD’s Internal Affairs Section as being severely understaffed and ill-equipped to maintain rigorous oversight. They recommended restructuring the department’s internal processes, bolstering resources, and instilling a zero-tolerance policy toward misconduct and cover-ups. Officers Takeya Close and other internal investigators were cited for declaring the force “objectively reasonable,” while the footage reportedly contradicted this assessment.</p>
<p>During the press conference Steigerwald said he was &#8220;shocked&#8221; to hear the grand jury&#8217;s findings, promising immediate steps to address the issues, including evaluating KPD’s command staff and revising protocols. Steigerwald said the City of Kissimmee has also appointed the Orange County Sheriff’s Office to investigate the conduct of eleven officers whose credibility has been questioned in the report. Chief Anzueto is tasked with implementing reforms to address cultural issues within KPD, with training recommended in crisis management, investigative protocols, and mandatory reporting.</p>
<p>The grand jury’s recommendations also called for formal disciplinary actions against officers who discuss ongoing internal affairs investigations, as well as compliance with Florida law regarding mandatory reporting.</p>

										<content:encoded><![CDATA[<p>On Thursday, Kissimmee Police Chief Betty Holland briefed the community during a news conference on the tragic disappearance and subsequent death of 13-year-old Madeline Soto, nearly a month after the grim discovery.</p>
<p>At the heart of the investigation is Stephan Sterns, the boyfriend of Soto&#8217;s mother, who continues to be the primary suspect in the case. Despite still not being charged with the murder, Sterns is in the Osceola County Jail under 60 separate counts, including sexual battery, molestation, and various charges related to child exploitation material, after he turned his phone over to law enforcement during the search for Madeline. Chief Holland said the offenses appear to be isolated to the home, with no current evidence suggesting additional victims.</p>
<p>Holland said they are working with the State Attorney&#8217;s Office as they work to build a case against Sterns and are constructing the timeline leading up to Soto&#8217;s death. The KPD Chief shared that death investigations are complex and that they are working hard to not jeopardize the case&#8217;s integrity disclosing information prematurely.</p>
<p class="p1"><span class="s1"><b>&#8220;Madeline’s story has touched the hearts of many. Rest assured our department is diligently working on the investigation, and while we appreciate the public’s interest, we must prioritize the integrity of the investigation,&#8221; Chief Betty Holland said.</b></span></p>
<p>Since his arrest on February 28, Sterns has exercised his right to legal counsel, choosing not to cooperate with investigators. However, Madeline&#8217;s mother Jennifer, has been actively speaking with authorities. Chief Holland made it clear that all individuals close to Madeline remain subjects of suspicion until conclusive evidence directs otherwise.</p>
<p class="p1"><span class="s1"><b>&#8220;During an investigation, such as this one, we gather additional information from individuals close to the deceased. Each person interviewed in treated as involved until proven otherwise. This is a standard protocol to ensure that all the facts are uncovered,&#8221; Chief Holland said during the news conference.</b></span></p>
<p>The exact cause of Madeline Soto&#8217;s death is yet to be determined, with the police working in close coordination with the Medical Examiner&#8217;s Office.</p>
<p>Chief Holland said that the Kissimmee Police Department will continue to keep the public informed of any developments in the case, and took the opportunity to urge parents to engage in open conversation with their children and to utilize available resources, such as school resource officers, to report and prevent any form of abuse within the home.</p>

Amidst a challenging year with seven homicides, including two on the same day, Detective Morris emerged as the lead investigator for two cases and co-lead for three others. Despite juggling roles in the Crisis Negotiation Team, Marine Unit, and as an EVOC instructor, Detective Morris remains relentless in his pursuit of justice. <p>The crash took place around 6:30 p.m off of East Vine Street and Michigan Avenue in Kissimmee.</p>
<p>None of the train passengers were hurt, police said.</p>

										<content:encoded><![CDATA[<p>St. Baldrick isn&#8217;t really a saint. But, if you donate time, treasure &#8212; or your hair &#8212; next week in downtown Kissimmee, you could be like a saint to a child fighting cancer.</p>
<p>Come to downtown Kissimmee’s fourth annual St. Baldrick’s Shave Fest this Saturday, March 26 from 4-9 p.m. at Three Sister’s Speakeasy on Broadway. Come feel the spirit, and get your head shaved!</p>
<p>Well, that may not be for everyone. But, it&#8217;s a part of the excitement of helping children with cancer. The St. Baldrick&#8217;s Foundation is volunteer-powered and funds more in childhood cancer research grants than any organization except the U.S. government.</p>
<p>The idea was born in 1999 when three well-off colleagues challenged each other to give back in return for their good fortune in business &#8212; shave their heads for donations to raise funds for kids with cancer. They hit up the insurance industry for donations, setting a goal of $17,000. They raised $104,000. Since 2005, groups worldwide have invested over $282 million in childhood cancer research grants.</p>
<p>Soon enough, firefighters, police officers and military troops became a big part of St. Baldrick’s, the name coming from a cross between &#8220;bald&#8221; and St. Patrick’s, around when the event is held annually. Locally, the Kissimmee Police Department, Kissimmee Fire Department and Osceola County Fire Rescue get involved, taking donations to see chiefs, officers and other get their heads shaved. KPD gets its inspiration from four-year-old Leila, who has fighting cancer for over two years now and is a real-life miracle &#8212; like she has a saint looking over her. By participating you will be helping the fight for Leila, and children like her.</p>

										<content:encoded><![CDATA[<p>Osceola County is one of the fastest-growing communities cities in the state, and with that comes some challenges. Osceola County also ranks in the top 25 counties in the state for traffic crashes resulting in serious and fatal injuries to pedestrians and bicyclists.</p>
<p>In an attempt to improve upon that statistic, the Kissimmee Police Department has put back in place High Visibility Enforcement Details through May 13, 2022, in the following areas:</p>
<p><strong>• From John Young Parkway to Ingram Street on West Vine Street/East Vine Street</strong><br />
<strong>• From Clay Street to Patrick Street on John Young Parkway</strong></p>
<p><strong>On May 1, 2022, KPD will add a third area:</strong></p>
<p><strong>• From Old Vineland Road to North Hoagland Boulevard on West Vine Street</strong></p>
<p>The areas KPD has selected are areas with high amounts of traffic crashes resulting in serious and fatal injuries to pedestrians and bicyclists.</p>
<p>High Visibility Enforcement details are funded through a contract with the University of North Florida in partnership with the Florida Department of Transportation’s focused initiative to improve pedestrian and bicycle safety.</p>
<p>The goal of this enforcement effort is to increase awareness of and compliance with traffic laws that protect the safety of pedestrians and bicyclists.</p>
<p>Enforcement efforts will focus primarily on education to drivers, pedestrians, and bicyclists.</p>
<p>However, violations may result in warnings or citations depending on the circumstances.</p>
<p><strong>Remember:</strong></p>
<p>Drivers; obey speed limits, never drive impaired, and always watch for pedestrians and bicyclists.</p>
<p>Bicyclists; obey traffic laws, ride in the direction of traffic, and use lights when riding at night.</p>
<p>Pedestrians; cross in crosswalks or at intersections, obey pedestrian signals, and make sure you are visible to drivers when walking at night.</p>
<p>The point, if we work together and obey these laws, we can make a positive difference and improve pedestrian and bicyclist safety in and around Osceola County.</p>
