KISSIMMEE — Two women were arrested following a Kissimmee Police Department animal cruelty investigation after officers responded to a disturbing case involving 24 dogs, including multiple puppies, found living in unsafe conditions inside a vehicle.
According to Kissimmee Police, officers discovered the animals confined inside the vehicle under conditions investigators described as dangerous and unsanitary. Authorities said several of the dogs appeared to be suffering from neglect while being transported in unsafe conditions.
With assistance from Osceola County Animal Services, all 24 dogs were safely removed from the vehicle and taken for medical evaluation and care.
Police identified the women as 42-year-old Dana Michelle Hutchison and 42-year-old Dawn Kathleen Biggs. Both were charged with animal cruelty and neglect/unsafe transport of animals. Hutchison was also charged with resisting an officer without violence, according to arrest information released by the department.
Officials emphasized that animal cruelty investigations are taken seriously and encouraged residents to report concerns involving suspected neglect or abuse involving animals.
The investigation remains ongoing.

Según la Policía de Kissimmee, los oficiales descubrieron a los animales confinados dentro del vehículo en condiciones que los investigadores describieron como peligrosas e insalubres. Las autoridades señalaron que varios de los perros aparentaban estar sufriendo de negligencia mientras eran transportados en condiciones inseguras.
Con la asistencia de Osceola County Animal Services, los 24 perros fueron retirados del vehículo de manera segura y trasladados para recibir evaluación médica y atención.
