City of St. Cloud has incorporated its Limited English Proficiency (LEP) Policy. This policy is to ensures that a person who does not speak English as a primary language and has a limited ability to read, write, speak or understand English will be able to effectively receive municipal services. LEP individuals are advised of the availability of free interpretation and translation services when it appears that the individual is not able to communicate effectively in English. This policy includes services for the hearing impaired.

“We are very proud to have this policy in effect,” said City Manager Joe Helfenberger. “Not only does it provide guidance for our non-English-speaking residents, but it meets federal requirements within Title VI of the Civil Rights Act of 1964 and when acquiring federal funding. This policy evolved from a Department of Justice Grant audit in May 2016. At the time, we met the Office of Civil Rights requirements, but it noted that we needed to establish a citywide LEP plan. The policy now serves as a clear indication of our commitment to provide access to all individuals entitled to and requiring services and assistance within our community.”

The City’s LEP policy is available for public review at www.stcloud.org. Paper copies of the policy are also on display in City Hall within the Human Resource Department (Bldg. B, third level), the Purchasing Department (Bldg. A, second level) and the Grants Division (Bldg. A, second level).

This policy will also be included in the City’s 2017 End-of-Year Report. The Equal Employment Opportunity Plan Utilization Report is also available upon request via the Human Resource Department and Grants Division.


Municipio de St. Cloud incorpora Norma de Dominio Limitado del Inglés
El Municipio de St. Cloud ha incorporado su Norma de Dominio Limitado del Inglés (LEP, por sus siglas en inglés). Esta norma es para asegurar que una persona quien no habla inglés como idioma principal y tiene habilidad limitada para leer, escribir, hablar o entender el inglés pueda recibir servicios municipales de manera efectiva. Se les informa a las personas LEP de la disponibilidad de servicios gratuitos de interpretación y traducción cuando parezca que la persona no es capaz de comunicarse efectivamente en inglés. Esta norma incluye servicios para personas con impedimentos auditivos.

“Estamos muy orgullosos de tener esta norma en efecto”, dijo el administrador municipal, Joe Helfenberger. “No tan sólo proporciona una guía para nuestros residentes quienes no hablan inglés, sino que cumple con los requisitos federales dentro del Título VI de la Ley de Derechos Civiles del 1964 y cuando se adquieren fondos federales. Esta norma fue desarrollada luego de una auditoría del Departamento de Justicia en mayo del 2016. En ese momento, cumplíamos con los requisitos de la Oficina de Derechos Civiles, pero la auditoría indicó que necesitábamos establecer un plan LEP. La norma ahora sirve como una clara indicación de nuestro compromiso en proporcionar acceso a todas las personas quienes tienen derecho a servicios y asistencia en nuestra comunidad”.

La norma municipal LEP está disponible en  www.stcloud.org. Copias de la norma también están disponibles en el Departamento de Recursos Humanos en la alcaldía (edificio B, tercer nivel), el Departamento de Adquisición (edificio A, segundo nivel) y la División de Subvenciones (edificio A, segundo nivel).
Esta norma también se incluirá en el Informe Municipal de Fin de Año del 2017.
