Following his first 100 days at the helm of the Kissimmee Police Department, Chief Charles Broadway is emphasizing transparency, innovation, and stronger community ties as the foundation of his early efforts—and his long-term vision for public safety.
Chief Broadway has introduced a number of reforms and initiatives aimed at improving trust between officers and the community while enhancing internal operations and accountability. From expanding outreach events to increasing officer wellness programs, the department’s direction is clearly evolving under Broadway’s leadership.
“It’s about earning the trust of our residents and making sure our team is ready to meet the needs of a growing city,” Broadway said during a recent press conference. “We’re building something meaningful—together.”
A Focus on Trust, Transparency, and Training
Among the most notable developments in Broadway’s first 100 days:

The creation of a Civilian Police Oversight Board, approved by the City Commission, to give residents a stronger voice in how policing is reviewed.

A revamped Internal Affairs review process now includes both civilian involvement and more direct leadership oversight.

The appointment of new Assistant Police Chief, Kevin McGinley, who brings additional vision, years of local law enforcement experience, community respect, and operational support to the department.

Patrol strategies are being guided by real-time data, with officers focusing on visibility and faster response in areas with higher crime.

Officers continue to receive updated training in crisis intervention and de-escalation, equipping them to better manage tense situations.
Community Connections on the Rise
KPD’s public presence has also grown noticeably since Broadway took over. From community events like Hoops with Heroes and Coffee with a Cop to youth-centered efforts such as Cram the Cruiser, the department has been working to build bridges with residents, particularly younger ones.
This September, the department will launch a Citizens Police Academy, offering locals a behind-the-scenes look at law enforcement operations and building greater understanding between officers and the public.
Additionally, KPD has rolled out a new drone program to assist with investigations and emergency response, and expanded its mental health and wellness offerings for officers—including a new chaplaincy program and the upcoming addition of a therapy dog.
Nine internal promotions have also been made as part of Broadway’s leadership development program, “Readiness 2 Lead,” signaling a commitment to professional growth within the ranks.
Looking Ahead
While Broadway’s first 100 days mark an important milestone, the chief says the real work is just beginning.
“This is just the beginning,” said Chief Broadway. “We’re building something worthy of the trust our community places in us, and we’ll continue to lead with purpose, transparency, and service.”
An annual report detailing the department’s full scope of 2025 activities and performance is expected to be released in January 2026.
