KISSIMMEE, Fla. — An Oviedo man has been arrested following multiple reports of indecent exposure at a Kissimmee resort community, including one incident in which witnesses say he performed a sexual act with a vacuum cleaner outside a residence.

According to the Osceola County Sheriff’s Office, deputies were called to Grassendale Street at Windsor Hills Resort on January 22, after residents reported a man exposing his genitals in front of a home. Witnesses provided statements and a cell phone video showing the man partially clothed and engaging in a sexual performance with a vacuum cleaner. The suspect left the area before deputies arrived.

Windsor Hills Resort is a gated vacation rental community in Kissimmee, located just west of U.S. 192 near Walt Disney World.

As investigators followed up, deputies determined the suspect and his wife were listed as hosts for an Airbnb property on Grassendale Street, as well as another residence on Almaton Loop within the same resort community.

Deputies also linked the case to a separate complaint reported on January 21 involving a nude man walking through a shared hallway inside the resort. A resident provided Ring camera footage from that incident. While canvassing the area, investigators spoke with additional residents who described similar behavior and shared Blink camera video showing the same individual appearing partially clothed or nude in common areas. Some residents said the incidents had been reported to the homeowners association as early as December.

Based on multiple witness accounts and video evidence, authorities obtained a warrant for Kevin Dale Westerhold, of Oviedo.

Westerhold was arrested by Oviedo police near his residence on January 27, 2026, at the request of the Osceola County Sheriff’s Office. He was later booked into the Seminole County Jail and charged with exposure of sexual organs.

The Osceola County Sheriff’s Office is asking anyone who may have witnessed similar incidents or had contact with the suspect to contact investigators as the case remains under investigation.
