On Wednesday a 59-year old man was arrested for Sexual Battery on a victim under 12 years of age, Lewd and Lascivious Molestation of a victim less than 12 years of age, and Aggravated Child Abuse with Domestic Violence Enhancement.
According to the St. Cloud Police Department, Phillip Dean Knepper had been sexually battering a juvenile female relative over a four-year period.
Knepper is employed as an IT Specialist with the Osceola County School District and is being held at the Osceola County Jail with no bond. This is an active open investigation.
