On Sunday, just before midnight, Osceola deputies were called about a possible shooting at 3951 Red Bridge Road in St. Cloud. Upon their arrival they found David Thomas Spicer, dead from an apparent shooting.
The suspect, 64-year-old Casto Delrio-Velez, remained on the scene along with a witness and cooperated with deputies.
According to Osceola deputies, Spicer and Delrio-Velez were in some sort of argument which led to Delrio-Velez shooting Spicer.
Delrio-Velez was placed under arrest on a warrant for 2nd Degree Murder and is being held at the Osceola County Jail with zero bond.
