After being signed by Governor Ron DeSantis, State Representative Kristen Arrington’s HB 1467 has opened up the opportunity for numerous restaurants in Kissimmee’s Vine Street Community Redevelopment District to join downtown restaurants in selling alcohol, as long as these establishments primarily focus on food and non-alcoholic beverages in their sales.

The bill was signed into law after successfully making its way through the Florida Legislature during the 2023 session and now creates a new overlay district within Kissimmee to allow smaller restaurants to be issued special liquor licenses by the Division of Alcoholic Beverages and Tobacco of the Department of Business and Professional Regulation at a lower cost. The bill passed unanimously by a vote of 116-0.

“In 2019, the Florida Legislature approved HB 1099 which allowed for restaurants in the Downtown Community Redevelopment District of Kissimmee to serve alcoholic beverages,” said Representative Arrington. “HB 1467 expands that area to include restaurants in the Vine Street Community Redevelopment District of Kissimmee.  I am pleased to help small businesses of our Historic Downtown and to serve the people of District 46.”

Representative Arrington filed to run for State Senate District 25 in February, the seat currently filled by Victor Torres, who will not be running for reelection due to term limits. District 25 in the Florida Senate includes all of Osceola County, and a portion of Southwest Orange County.

Arrington, who is currently serving her second term in the Florida House, is from  Osceola County, went to school and college within her district, owns a small business locally, and is married to Osceola County Commissioner for District 3, Brandon Arrington.

Kissimmee, FL – La representante Kristen Arrington (D- Kissimmee) presentó la HB 1467 en el piso de la Cámara de Representantes de Florida, durante la Sesión Legislativa de 2023. El proyecto de ley se convirtió en ley ayer con fecha de vigencia del 14 de junio de 2023. Esta legislación crea un distrito superpuesto dentro de Kissimmee para permitir que los restaurantes más pequeños vendan alcohol siempre que sus ventas principales sean de alimentos y bebidas no alcohólicas. El proyecto de ley fue aprobado por unanimidad con una votación de 116-0

“En 2019, la Legislatura de Florida aprobó la HB 1099 que permitía que los restaurantes del Distrito de Reurbanización de la Comunidad de Downton en Kissimmee sirvieran bebidas alcohólicas”, dijo el Representante Arrington. “La HB 1467 ampliaría esa área para incluir restaurantes en el Distrito de Reurbanización de la Comunidad de Vine Street de Kissimmee. Me complace ayudar a las pequeñas empresas de nuestro Centro Histórico y servir a la gente del Distrito 46″.

Ayer, el gobernador promulgó el proyecto de ley que entrará en vigencia a partir del 14 de junio de 2023.
