ST. CLOUD, Fla. — With the November 3 General Election approaching and early voting continuing through Sunday, November 1, Donald A. “Donny” Shroyer, Republican candidate for Osceola County Commission District 4, is highlighting his decades of community involvement, experience in local government, and lifelong connection to Osceola County as central to his campaign.

A lifelong Osceola County resident, former St. Cloud Deputy Mayor, two-term City Council member, educator, and community volunteer, Shroyer says his background in public service has given him a strong understanding of the challenges and opportunities facing one of Central Florida’s fastest-growing communities.

His campaign emphasizes experience, public safety, strong infrastructure, responsible growth, and a commitment to improving county government for residents and businesses alike.

For Shroyer, serving the community is more than a political responsibility. It is a commitment rooted in the place he has called home throughout his life.

A Lifetime of Community Connections and Public Service

Shroyer’s ties to Osceola County extend across generations. The son of the late William “Punky” Shroyer and Diana Pancake, he grew up in the community he now hopes to represent on the County Commission.

Encouraged by family, friends, and community members, Shroyer entered local politics and was first elected to the St. Cloud City Council in 2011.

During his two terms on the council, including two years serving as Deputy Mayor, Shroyer gained firsthand experience working with municipal leaders, regional agencies, and community stakeholders on issues affecting residents, businesses, and the city’s future.

His public service earned him recognition as Elected Official of the Year in 2013, along with multiple advocacy awards from the Florida League of Cities.

Shroyer has also held leadership positions beyond St. Cloud, including serving as chair of the Water Cooperative of Central Florida, president of the Tri-County League of Cities, a governmental liaison for the Florida Municipal Power Agency, and a board member of the St. Cloud Main Street Association.

Those roles provided opportunities to work collaboratively with leaders across Central Florida on matters involving infrastructure, utilities, regional planning, and government operations.

Experience That Extends Beyond Elected Office

Shroyer holds a Master of Education degree and studied leadership at Stetson University. His work as an educator reflects another important part of his commitment to Osceola County: helping prepare future generations for success.

Throughout his career, he has remained active in local schools, community organizations, and volunteer initiatives, building relationships with families and residents throughout the county.

His campaign points to that combination of professional experience, elected leadership, and community involvement as an important foundation for serving on the County Commission.

Public Safety, Infrastructure, and Responsible Growth

As Osceola County continues to experience significant residential and commercial development, Shroyer says local government must remain focused on the essential services and infrastructure needed to support that growth.

Public safety and strong infrastructure are among the priorities at the center of his campaign.

Shroyer believes that supporting law enforcement and first responders, addressing transportation and infrastructure needs, and creating an environment where businesses can succeed are important responsibilities of county government.

His experience working with local and regional authorities has also shaped his belief that cooperation between government agencies is essential to addressing challenges that extend beyond individual city or county boundaries.

As a lifelong resident, Shroyer says he brings both a personal investment in Osceola County’s future and practical experience in the decisions that shape local communities.

His campaign also emphasizes the importance of listening to residents, understanding the needs of local businesses, and approaching county government with a focus on service and accountability.

Looking Ahead to November 3

Shroyer’s campaign presents his record of public service and local government experience as qualifications for representing District 4 on the Osceola County Commission.

From his years on the St. Cloud City Council to his leadership roles with regional organizations and continued involvement in education and community service, Shroyer says his goal is to put that experience to work for Osceola County residents.

As voters prepare to make their decisions in the November 3 General Election, Shroyer is asking District 4 residents to consider his experience, lifelong commitment to the community, and priorities for the county’s future.

Early voting in Osceola County continues through Sunday, November 1, from 8 a.m. to 8 p.m. daily at 11 designated locations. Registered voters may cast their ballots at any county early voting location.

Election Day is Tuesday, November 3, 2026, with polls open from 7 a.m. to 7 p.m. Voters casting ballots on Election Day must vote at their assigned precinct.
