KISSIMMEE, Fla. — A month-long enforcement initiative led by the Osceola County Sheriff’s Office, in partnership with the U.S. Marshals Service, the Florida Department of Corrections, and other law enforcement agencies, resulted in the arrest of 126 registered sex offenders and reinforced the Sheriff’s Office’s ongoing commitment to protecting Osceola County families.

During a press conference Monday, Sheriff Christopher Blackmon joined U.S. Marshal William “Bill” Berger of the Middle District of Florida, Florida Lieutenant Governor Jay Collins, and state and federal partners to announce the results of Operation Silver Spur, which was conducted from June 1 through June 30, 2026.

The proactive operation focused on locating non-compliant registered sex offenders, verifying addresses, enforcing Florida’s registration laws, and apprehending fugitives who had failed to comply with court-ordered requirements.

The Osceola County Sheriff’s Office is committed to protecting our communities through proactive enforcement and strong partnerships with local, state, and federal law enforcement,” Sheriff Blackmon said. “These compliance efforts are an important component of our ongoing commitment to accountability.

Sheriff Blackmon also noted that more than 600 registered sexual offenders and predators currently reside in Osceola County, emphasizing the importance of continuous monitoring and compliance checks to help ensure the safety of residents.

Operation by the Numbers

During the month-long initiative, law enforcement officials:

  • Verified compliance for 231 registered sex offenders
  • Arrested 126 offenders for registration violations and other criminal offenses
  • Arrested two additional individuals on unrelated criminal charges
  • Arrested four offenders twice during the operation for separate offenses
  • Completed two out-of-state fugitive arrests

U.S. Marshal Berger praised the collaboration among agencies, calling the operation a model of successful law enforcement cooperation.

“Operation Silver Spur demonstrates what can be accomplished when federal, state, and local law enforcement work together to protect our communities,” Berger said. “Locating and arresting convicted sex offenders who fail to comply with registration requirements remains one of the highest priorities of the U.S. Marshals Service.”

Florida Assistant Deputy Secretary of Community Corrections Joe Winkler echoed those sentiments, saying the operation reflects the agencies’ shared commitment to holding offenders accountable while improving public safety across Florida.

Major Cases Highlighted

Investigators also detailed several significant arrests made during the operation.

Carlos Jose Rosa was identified during a compliance check as the subject of an Internet Crimes Against Children (ICAC) warrant from Marion County. Members of the Florida Caribbean Regional Fugitive Task Force later arrested Rosa in Osceola County. He now faces multiple child exploitation charges and a violation of his sex offender probation. Rosa was previously convicted in Osceola County in 2016 on eight counts of Lewd or Lascivious Molestation involving a child under 12.

Another investigation led to the arrest of Ramone Miles, who was found using an unreported Instagram account in violation of Florida’s registration laws. After his arrest, investigators discovered evidence had allegedly been altered, leading to additional charges including firearm possession by a convicted felon, multiple registration violations, and evidence tampering. A search warrant at his residence resulted in the seizure of 15 electronic devices and a loaded handgun.

In another case, Charles Ahmade Barnes, wanted in Osceola County for failing to report a change of address, was tracked to Fort Morgan, Colorado, where the U.S. Marshals Service located and arrested him before returning him to Florida to face charges.
