Toho Water Authority welcomes new Senior Director, Assets and Engineering, John Fogarty. In this new role to Toho, Fogarty will oversee assigned operational activities from an executive level and assist with planning, coordination, and execution of the organization’s programs, projects and policies. He will also provide support and assistance in planning, engineering, developmental services and capital project functions.
His focus areas include short-term alternate water supply planning to ensure that Toho continues to meet the needs of our customers now and in the future. He will also be responsible for enhancing the utility’s asset management program.

Fogarty has extensive background and experience in the water and energy industries. Some of his previous roles include: serving as the Vice President of Merger Acquisitions and Integration as well as serving as the Chief Operating Officer for the Volt Power Co. in Atlanta, and Vice President roles with American Water in New Jersey, Bureau Veritas NA in California, and PPL (Pennsylvania Power & Light). Notably, he led a division of PPL in Chile, where his Spanish-speaking skills were an asset. He has also gained experience at numerous engineering firms, including TRC Companies in New York, Solomon Associates in Texas and UMS Group in New Jersey.
Fogarty received a bachelor’s degree in engineering and computer science from Charter Oak College in Hartford, Conn., and holds a Master’s degree in international management from the American Graduate School of International Management in Glendale, Ariz.
