OSCEOLA COUNTY, Fla. — With the November 3 General Election taking place Tuesday and early voting ending today, Sunday, November 1, Mary Downey, Democratic candidate for Osceola County Commission District 4, is highlighting her years of community leadership and her priorities for addressing growth, affordable housing, transportation, and economic opportunity in Osceola County.

Downey, a longtime Osceola County resident and founder and CEO of Hope Partnership, has dedicated much of her career to helping individuals and families experiencing homelessness, housing insecurity, and financial hardship. Her commitment to serving some of the community’s most vulnerable residents earned her recognition as the 2019 Orlando Sentinel Central Floridian of the Year.

For Downey, helping people find a safe place to call home has been more than a professional responsibility. It has been a longstanding personal passion, shaped in part by her own experiences with poverty and homelessness and strengthened through years of working alongside families struggling to find stability and hope.

That experience has also helped shape her decision to seek public office. After years of working directly with individuals and families facing some of Osceola County’s toughest challenges, Downey is seeking an opportunity to address those issues from a different perspective — helping shape county policies and decisions that affect housing affordability, economic opportunity, transportation, and the future of the community.

As Osceola County continues to grow, Downey’s campaign is focused on balancing new development and economic opportunities with the needs of existing residents, particularly families facing rising housing costs, traffic congestion, and challenges accessing essential services.

“Osceola County is experiencing tremendous growth, and with that growth comes both exciting opportunities and significant challenges,” Downey said.

Her campaign identifies several priorities, including attracting quality local jobs, investing in roads and public transportation, expanding affordable housing and healthcare access, increasing educational opportunities, and encouraging responsible development that considers the long-term needs of Osceola County residents.

Downey has also emphasized the importance of supporting arts and cultural opportunities as part of creating vibrant, connected communities.

“I’m running for County Commissioner to prioritize affordable housing, promote the arts, champion sustainable development, and address transportation needs,” Downey said. “My campaign is dedicated to giving District 4 residents a strong voice on the County Commission and tackling growth with thoughtful, forward-thinking policies that work for everyone.”

A former journalist who became a minister and nonprofit executive, Downey brings a background in advocacy, collaboration, and community service to her campaign. Through Hope Partnership, she has worked to bring organizations, businesses, healthcare providers, and community partners together to address homelessness and help families move toward greater independence.

That work has included providing meals, showers, healthcare connections, and support services to individuals experiencing homelessness, as well as helping families avoid losing their housing. Hope Partnership’s Thrive Studios development, which opened in 2026, represents another step in that mission, providing permanent supportive housing and an opportunity for residents to rebuild their lives with greater stability.

In a previous Positively Osceola feature, Downey reflected on the importance of turning compassion into meaningful action, emphasizing that housing provides the foundation for dignity, healing, and a more secure future.

That same commitment is reflected in her campaign’s focus on making Osceola County a place where growth and opportunity benefit residents across the community, from working families and seniors to young people preparing for their futures.

Downey says her experience has reinforced the importance of listening to residents, building partnerships, and developing practical solutions to challenges that affect everyday life.

“Osceola County is vibrant and resilient, full of diverse voices, unique gifts, and incredible potential,” Downey said. “I am ready to stand with my neighbors, lead with integrity, and ensure we build a future where every family can thrive.”
